Weird.... Really Weird... Have you tried talking to him... I would just ask him to toss his laundry in the basket when he's done...

I don't think I can even fathom that logic...

When I do the laundry, I usually end up folding the laundry when its dry (from the clothesline or the dryer) and if there just isn't time or energy to put the clean and folded laundry away, I just leave it in the closet in the room it belongs in (our bedroom, girls bedroom, son bedroom etc.) and get back to it later...

Did you try to encourage him to time his laundry doing with a favourite TV show or sport?? I like to do the laundry on a Sunday afternoon, so I can have a race on or watch the football games while I'm folding a couple loads of laundry... You could try that, I love it!

Okay so as a DH, all I can say is weird, from a mans POV anyways.... now i do laundry and i do pile it up after its been washed to be sorted and put away...not back on the floor in the laundry room that is where the diry laundry goes...make more work for myself I think not..of course I do the dishes aswell.. At this point I can only say he is being lazy or punishing you...or so he could be thinking, unless of course hes been like that since you've been together....to which i say blame the mother-in-law??

My DH is pretty good. Actually, I think he puts more laundry away than I do. Partly because of lugging it up and down the stairs, but he's also a neat freak. Trust me though, that's not always a benefit...
