it doesn't matter. it's transferable.
Normally suggested that the income earner with the higher income claims it. ( it's a tax write off).
Yes - biggest income person claims it. It won't help your taxes but will help his.

Yup. Usually the bigger earner. I always let our software program “maximize who claims what“ and it's always DH.
It's a non-refundable tax credit, so it will only reduce the total amount of taxes that you owe. So, if for example the credit is equal to $1,100 and you only owe $800, you won't get a refund for $300. But, if DH owes $16,000 and has already paid a good chunk of that, it will likely increase his refund.
